M y wife and I went for a birthday lunch here yesterday. Firstly the food. The fried squid tenticles were very good. light batter and very tender. The sticky rice was a bit more overcooked than usual but nice filling. The custard tarts were excellent, more pastry than filling though.
Secondly, the service. Its a pity that your service score review does not include a 0 as this restaurant would have scored! The waiter could speak little English, which did not put us off as we frequent lots of asian restaurants. On arrival we enquired whether dim sum was available and were told yes. We were ushered to a table and ordered some drinks. We also asked to look at a menu. The drinks arrive and and the waiter walks off. The menu dosn't arrive, but 10mins later a small tray of 6 dishes comes out, we select the pork balls, and tarts. None of the other stuff looks appetising so we say no thanks. Another 10 minute wait. Nice view out of the window, overlooking the river.

No other food comes out. We call the waiter. We ask for some squid tentacles, sticky rice, and some chinese vegetables, he says what are they? We say bok choy, etc. Another 10 minutes and we get the squid. And he goes away.

I set my watch timer at this stage (always a bad sign!) Another 10 minutes we demand to see the menu. He brings it over and we enquire on our vegetables. He tells us he hasn't ordered them, and that dim sum is not available today. We take the menu and send him away. 2 mins later we walk out, and go to Sassy's on the river next door for a delightful lunch. As its my wife's birthday I do a very uncharacteristic thing and don't complain to the management before walking out. I will never go to this place again, and will go back to our usual dim sum at Dragon Seafood in Northbridge which is excellent.

You must be joking! Dragon Seafood in Northbridge is one of the worst places in Northbridge to have dim sum.

As for Shun Fung, it is probably the only place in Perth I have come across outside of Hongkong which has really top quality and authentic dim sum. Sure, there are always wait staff from mainland China who speak little English - but if you are used to Asian restaurants as you pointed out, it should be no surprise about the usual communication breakdown. There are some days when Shun Fung does not deliver on the food, and I have a sneaky suspicion that the chef is not there everyday however when it is good, it is really excellent food (particularly Cantonese) and when you can get a table on the verandah overlooking the water when the sun is shining and the sky is blue, this is really one of the best spots Perth has on offer from any point of view, be it Chinese, Asian or Western/Australian food.

The Joy Garden in Northbridge is also excellent for Dim Sum

I have no complaints about Dragon Seafood in Northbridge. Restaurant reviews always seem to be graveyards for an odious hyperbole, so that's all I'm going to say.
